How Does it Work

The Health Plans are given a set dollar amount (Revenue) by the federal government to provide care to their Medicare and/or Medicaid members. The Physicians provide the care for the members and all the Expenses associated with providing that care is deducted from the Revenue. What ever is not spent is considered Surplus for the Health Plan.
